Graduating from Forest Park High School and continuing education at Morgan State University, Christopher McCoy founded C. L. McCoy Framing Co., Inc in 1988 as a sub-contracting company that employed 2 family members. In that same year, CLM was able to obtain certification with the City of Baltimore as a Minority Business Enterprise.
Since that time, the company has grown to include 30 employees and has annual sales that surpass $10 - 12 million, with a bonding capability of over $5 million. Much of this growth is due to a willingness to diversify and assume the risks associated with challenging projects.
Certified by the State of Maryland and City of Baltimore as a Minority Business Enterprise (MBE), in 1993 C.L. McCoy received the designation of Developer within its MBE certification. This has allowed the company to expand its role as joint venture partner or limited partner in many successful endeavors, including:
- Orchard Ridge ($4.1 million)
- Chapel Green ($12 million)
- Reservoir Hill Apartments ($10.9 million)

The majority of our work (approximately 95%) involves low- to moderate-income housing projects in Baltimore City and we make great efforts to hire community residents as part of the building process. We are pleased that these efforts have been quite successful; approximately 80% of the current C.L. McCoy team was hired as a result of these projects.
In addition to these hiring practices, we frequently provide pro bono construction services to community groups in need, including Habitat for Humanity and Baltimore City Public Schools.
